VINDKRAFT UKRAINE ESTIMATE THE LOSSES FROM THE INTRODUCTION OF THE EXCISE TAX ON “GREEN” ELECTRICITY AT 3 MLN

Vindkraft Ukraine, operating in the field of wind energy in Ukraine, estimated at 3 million euros its possible annual losses linked to the introduction of an excise tax on “green” electricity.
“Our excise duty losses will amount to 3 million euros per year,” company founder and CEO Carl Sturen said in a comment to Energy Reform on the sidelines of a press conference at the Interfax-Ukraine agency on the development of renewable energy sources. June 9.
At the same time, he noted that with the introduction of the excise tax, it will be necessary to re-negotiate with the banks financing the company’s projects on restructuring loans.
“If a decision on the excise tax is made now, it will have to be recalculated again, renegotiating that we cannot meet payment deadlines. This is an ongoing process, â€complained Sturen.
According to him, both in the past and in the current year, the management of the company is continuously engaged in the restructuring of loans.
“We do it constantly. First, we signed a memorandum – we built our deadlines with the banks according to the memorandum, taking into account that it will be respected. Then the memorandum is not respected – it was necessary to negotiate in a new way. Now the excise tax is imminent – negotiations again, â€described the head of Vindkraft Ukraine.
At the same time, he stressed that under such conditions it is impossible to build anything, adding that “the company plans to build a wind farm with a capacity of 200 MW in the Kherson region this year, but it is already evident that she will not. have time to do it.
According to Sturen, it is now difficult to negotiate funding for new projects.
“Nobody finances, they wait for the law and the memorandum to be respected. It’s all in limbo, â€he explained.
Nevertheless, the CEO of the company believes that signing the memorandum was the right decision.
“Still, this memorandum was correct. I see the government’s attempts to achieve this, but unfortunately the situation is rather complicated by the manipulation of these bodies which are not directly subordinate to the government. This, in particular, is the regulator, â€Sturen said.
He supported his position by the fact that participants in the electricity market, allowing manipulation on it, go unpunished, and this falls under the competence of the energy regulator – the NEURC.
“If the market players undermine it with false volumes and offers for consumption and sale, if there is no sanction for this, the manipulations, in my opinion, are in full swing. And the “green†generation suffers and artificial losses are created for Energoatom, â€he said.
According to him, the “green†generation, requiring payments and balancing, creates only 5% of the problems in the market, and 95% are the result of manipulation in it.
